With reference to recent communications forwarded from your Department relative to the financial position of naval and military personnel on the China station owing to the present state of exchange, I am directed by the Lords Commissioners of His Majesty's Treasury to transmit herewith for the information of the Secretary of State, copy of the following correspondence showing the concessions which Their Lordships have approved for meeting this difficulty :-
